Under the Construction Manager/General Contractor Procurement Method, costs have increased substantially from earlier estimates.
To support a thriving economy, the commonwealth must add transit capacity to avoid congestion, gridlock and pollution. But transportation project procurement and oversight must be responsible, cost-effective and well managed.
